ANALYSIS
Hosea copies the style of a legal indictment to announce that God is bringing a lawsuit against the inhabitants of the land, because they lack knowledge of God. To lack knowledge of God does not mean just that the people lack intellectual information about who God is, but also that they lack moral and spiritual knowledge of how to follow God’s ways. This lawsuit will result in a judgment against the defendants.
